Building for Oman: payments, VAT, data and language
OmanNet debit cards come first
Most payment cards issued by Omani banks are local debit cards running on OmanNet, the national network set up by the Central Bank of Oman. If you sell to individuals online, your checkout must accept OmanNet debit cards, not only Visa and Mastercard, or a large share of local buyers simply can't pay.
You can accept them through the payment gateways offered by Omani banks, through regional gateways that support OmanNet, or through Thawani Pay, the first non-bank payment service provider licensed by the Central Bank of Oman, which offers payment links and online checkout. Fees, settlement times and paperwork differ, and the merchant account is opened in your company's name. We integrate the one that fits your volume and recommend it in the quote.
For B2B sales the reality is simpler: payment usually follows a quotation and a purchase order, by bank transfer. A good quote request form is often more useful than a payment gateway.
VAT at 5%
Oman introduced VAT at 5% in April 2021. If your business is VAT-registered and sells online, your store or booking system needs to handle VAT correctly in prices, checkout totals and invoices. Your accountant decides the rules for your products; we build the system to apply them consistently.
The Personal Data Protection Law
Oman's Personal Data Protection Law was issued by Royal Decree 6/2022, and its executive regulation followed in 2024 (Ministerial Decision 34/2024). After a transition period, the law has been fully enforceable since February 2026. For a website or app, that means in practice:
- A clear privacy notice explaining what you collect and why.
- Consent before collecting personal data, and only collecting what you need.
- Secure storage, controlled access, and a way to handle requests to see or correct data.
- Extra care with sensitive data such as health, genetic or biometric information, which carries stricter conditions and can require a permit.
If you're building a clinic system or anything with sensitive data, take legal advice before launch. We build consent, access and deletion features into the product; your adviser confirms what your business must do.
Arabic and English, both done properly
Arabic is the official language and many customers expect it. English is common in business, especially with expatriate customers and international partners. That's why a bilingual site is the default for Omani companies and why both languages are included in the package. A real Arabic version is designed right to left from the start, not translated at the end.

The website package is priced in OMR (135, half at the start and half at handover). Other projects are quoted in US dollars, and the available payment methods are listed in your written quote.
Do you have clients in Oman?

My customers are companies and most speak English. Do I still need Arabic?
Usually yes. Some decision-makers and government-linked buyers prefer Arabic, and a proper Arabic version signals that you're established locally. It's already included in the OMR 135 package, so it doesn't add cost.
Can my site handle a seasonal rush, such as the Khareef season in Salalah?
Yes. Modern hosting scales with traffic, so a busy month doesn't crash a well-built site. For tourism businesses, the more important work is making availability, prices and booking clear before the season starts, in Arabic and English.
Do I need a privacy policy under Oman's PDPL?
If your site or app collects personal data, even a name and phone number in a contact form, you should have a clear privacy notice. We add one to the site; for anything beyond a simple contact form, ask a legal adviser to review it.
