Search for an app development company in Dubai and you'll find hundreds of agencies, many with impressive offices and long client lists. The office tells you very little about whether your app will ship on time or work for the people who live in the UAE. The UAE audience is not one audience
Most Gulf markets are Arabic-first. The UAE is different: a large part of the population is expatriate, so your users may read English, Arabic, Hindi, Urdu, Tagalog or Russian, often more than one. That changes how an app should be built.
- English and Arabic from day one. Many UAE businesses launch English-first and add Arabic later. Retrofitting right-to-left layouts is slow and expensive, so even if Arabic ships second, the app should be structured for it from the start. - Text that grows. Designs made with short English labels often break when translated. Build screens that cope with longer strings and mixed-direction text, such as an English product name inside an Arabic sentence.
- Names, phone numbers and addresses. Forms need to accept international phone numbers, names in several scripts, and addresses that are often described by building, area and landmark rather than a street number.
Decisions that are specific to the Emirates
Which data law applies depends on where you're registered
The UAE has a federal personal data protection law (Federal Decree-Law No. 45 of 2021), but the two financial free zones run their own regimes: the DIFC Data Protection Law (DIFC Law No. 5 of 2020) and the ADGM Data Protection Regulations 2021, each with its own commissioner. Some sectors, such as health and banking, have extra rules on top.
In practice, for most apps this means: collect only the data you need, show a clear privacy policy, get proper consent, decide where your database is hosted, and be able to delete a user's data on request. Ask your lawyer which regime covers your company, and ask your developer to show you where each piece of personal data is stored. If they can't answer, that's a warning sign.
Payments: cards and Apple Pay first
UAE customers pay mostly by card, and Apple Pay is widely used, so checkout should support both. Several gateways operate in the UAE, including Network International, Telr, Checkout.com, Stripe and PayTabs. The right one depends on your trade license, your sector and the fees offered to you. The gateway account should be opened in your company's name; your developer integrates it. Cash on delivery still matters for some e-commerce and delivery businesses, so the order flow should handle it cleanly.
E-invoicing is coming for invoicing systems
If you're building a business system that issues tax invoices (sales, POS, B2B ordering), plan for the UAE's e-invoicing mandate. Under the Ministry of Finance's phased timeline, larger businesses (revenue of AED 50 million or more) move first from January 2027 and smaller businesses from July 2027, through accredited e-invoicing service providers. A company website or a booking app doesn't need this. A custom invoicing system does, and the sensible route is usually to connect it to an accredited provider rather than build the exchange yourself.
App store accounts in your company's name
To publish under your company name on the App Store, you'll need an Apple Developer organization account, which requires a D-U-N-S number for your entity. Google Play organization accounts ask for it too. Getting one can take several business days, so start early. The fees are paid by you directly: $99 a year for Apple and $25 once for Google.

We're probably not the right choice if:
- You're bidding for a government or semi-government tender that requires a UAE-registered vendor or staff on site. Choose a local firm.
- You need people in your office every day. We work fully remotely.

- Your business isn't Sharia-compliant, such as betting, alcohol or interest-based lending. We don't take that work.
FAQ
Do I need a UAE company to publish an app?
No. You can publish as an individual, but the store listing will show your personal name. Most businesses publish under their company, which needs an organization developer account and a D-U-N-S number. We set this up with you, and the accounts stay yours.
Can my app's data be hosted in the UAE?
Yes, major cloud providers have UAE regions, and some sectors or clients require local hosting. It usually costs more than default regions, so we decide it with you at the scoping stage based on your sector and your lawyer's advice.
Is it cheaper to hire a freelancer in Dubai?
