An AI agent for your UAE business WhatsApp or website: English and Arabic, bookings and payment links, the UAE data law and marketing rules, and prices in AED.

Updated: 8 min readBy the Q Studio team

The short answer

A WhatsApp AI agent answers your UAE customers in English and Arabic around the clock, books appointments, sends payment links from your own gateway and hands the chat to your team when a person is needed. At Q Studio, packages start at about AED 1,430 ($390) for a button bot and about AED 2,170 ($590) for an AI assistant, up to about AED 8,040 ($2,190) for an agent connected to your systems, each including setup, the first year and a chat bundle. AI usage is paid directly to Google and WhatsApp fees directly to Meta.

In Dubai and Abu Dhabi, customers expect a WhatsApp reply within minutes. They compare three providers in one evening and book with whoever answers first and clearly, a standard that is hard for a small team to keep at 11 pm.

This page explains what a WhatsApp AI agent does for a UAE business, the local details it has to handle (an English-first, multinational audience, different working weeks, the data law and marketing rules), what it costs in dirhams, and when we're not the right choice.

What the agent does on your number

The agent runs on your number through the official WhatsApp Business Platform, Meta's API for businesses, or as a chat on your website. Picture a tutoring centre in Abu Dhabi:

  1. A parent writes in English at 9:30 pm: "Do you have Grade 8 maths tutoring on weekends? What are the fees?"
  2. The agent answers from the centre's own fee list, explains the group and one-to-one options, and offers the weekend slots that are open.
  3. The parent books a trial session for Saturday. The agent confirms and, if the centre takes payment upfront, sends a payment link.
  4. The centre's coordinator sees a summary the next morning: parent's name, child's grade, subject, slot, payment status.

Anything outside the centre's information, or a request for a person, moves to the team inbox.

English first, Arabic always

Most UAE residents are expatriates, so many businesses, especially in Dubai, find that most of their WhatsApp chats arrive in English. Emirati customers and other Arab residents write in Gulf or other Arabic dialects, often mixed with English, and government-facing or family-oriented businesses tend to see more Arabic.

Our agents work in English and Arabic, including dialect, Arabic typed in Latin letters and voice notes. They reply in the customer's language. We don't build or test agents in other languages, such as Hindi, Urdu, Tagalog or Russian, so for those chats the agent replies in simple English and hands over to a team member if needed. If a large share of your customers write in another language, we'll tell you on the first call whether an agent still makes sense.

Before launch we test on real customer questions, with personal details removed.

Different working weeks, one agent

The UAE doesn't run on a single schedule. The federal government moved to a Monday-to-Friday week in 2022, with Friday as a half day, and many private companies followed, while others still work six days or close on different days. Your customers' free time doesn't line up with your opening hours either.

  • Weekends and evenings. The agent keeps answering and booking, and your team starts the next working day with summaries.
  • Friday afternoons and prayer times. When nobody is free, the agent says a person will follow up and collects the details meanwhile.
  • Ramadan. Hours shorten during the day and conversations move late into the night. We set Ramadan greetings, hand-off hours and bookable slots, then switch back after Eid.

We agree the hand-off rules with you in writing.

On the Book package and above, the agent can send a payment link for a deposit, booking or order, and check whether it was paid.

The agent never holds money. The link is created by your own gateway, under your trade licence, and the funds go to your account. UAE customers mostly pay by card, and many expect Apple Pay or Google Pay on the payment page, so check that the link your gateway creates supports them. We connect the gateway you already use, or explain what to compare. Our page for app development in the UAE covers payments in more detail.

The UAE data law and marketing messages

WhatsApp chats carry personal data: names, numbers, addresses and sometimes health or family details. The UAE's main rules to know:

  • The federal Personal Data Protection Law (Federal Decree-Law No. 45 of 2021) has applied since 2 January 2022. It expects a lawful basis such as consent, data minimisation, security and respect for people's rights over their data. Several details were left to executive regulations, so check their current status with your adviser.
  • Free zones with their own regimes. Businesses licensed in the DIFC or ADGM follow those zones' data protection laws instead, and some sectors such as health have extra rules.
  • Telemarketing rules. Cabinet Resolution No. 56 of 2024 regulates marketing by phone, alongside the Do Not Call Registry run by the TDRA. If you plan to market at scale, ask your adviser how these rules apply to your channels.

In practice we build the agent so that:

  • Marketing goes only to customers who opted in, with an easy way to stop. Replying to a customer who messaged you is different from sending an offer they didn't ask for.
  • It collects only what it needs. A trial lesson needs a name, grade and slot, not an Emirates ID number.
  • A privacy notice is linked where details are collected.
  • You know where data goes. Chats and leads belong to you. AI processing runs on Google's servers, which may be outside the UAE, and we document the data flow for your legal review.
  • Your chats aren't used to train AI products, because we use a paid AI tier.

We build the technical side; your lawyer confirms your obligations.

Packages and prices in AED

We price in USD; AED amounts are approximate. Prices are per channel (WhatsApp or website). Setup includes the build, launch, the first 12 months of running the agent and a chat bundle valid for 12 months.

What you pay to others

  • AI usage goes directly to Google from a prepaid balance on your own card, so every charge is visible. We pick the smallest model that answers your content well and estimate the cost from your expected volume.
  • Meta fees apply mainly to messages your business starts with approved templates, such as reminders, renewals and offers, at rates that depend on the message type and the recipient's country. Meta changes its WhatsApp pricing rules from time to time, including how replies are counted above a monthly allowance, so we include the current rules with your quote. Website agents have no Meta fees.

How chats are counted

A chat is one conversation up to a message limit (15 messages on Reply, up to 30 on Grow). You're alerted at 80% of your chats; at 100% the AI pauses and new messages go to the team inbox until you add a pack. Unused chats expire after 12 months. A second channel gets 30% off its setup, and upgrading means paying the difference. More in what a WhatsApp chatbot costs.

Which package fits?

  • A retailer or showroom with a few repeat questions: Guide.
  • A clinic, salon or tutoring centre with lots of free-text questions in two languages: Reply, then Book when you want the agent to take bookings.
  • A business running click-to-WhatsApp ads: Sell, so leads reach sales with the brief filled in.
  • Anything with appointments and deposits: Book.
  • A business with stock, a CRM or an internal system to connect: Grow.

Not sure? Try the project planner, or start small and upgrade later by paying the difference.

What we can show you today

Our WhatsApp agent packages are new, and we haven't launched a live client agent in the UAE, so we won't claim one. What you can try:

  • The "Q" assistant on qstudio.site, a live AI assistant we built that answers from our own knowledge base in English and Arabic.
  • PharmaRiwaq and Dawawin HR, our own products, which show how we design assistants inside business systems, with sources and permission limits. Their public demos run on fictional data.

Agents are built the same way as our AI chatbots, and the full overview is on our WhatsApp AI agent page.

When we're not the right fit

  • Low volume. A few chats a day are handled well by the free WhatsApp Business app.
  • Customers who mostly write in languages other than English and Arabic.
  • High-value, personal sales, such as some real estate or B2B deals, where the agent should only collect details and people should close.
  • High-stakes decisions: medical, legal or financial advice, or refunds approved without a person.
  • Bulk messages to numbers that never opted in.
  • Projects that need a UAE-licensed vendor or an on-site team, such as some government tenders. We work remotely from Egypt.
  • Non-Sharia-compliant businesses, such as betting, alcohol or interest-based lending.

FAQ

How much does a WhatsApp AI agent cost in the UAE?

Our packages run from about AED 1,430 ($390) for a button bot to about AED 8,040 ($2,190) for an action agent, per channel, including setup, the first 12 months and a chat bundle. AI usage (Google) and template message fees (Meta) are paid separately and depend on volume.

Can the agent reply in Arabic as well as English?

Yes. It replies in the customer's language, including Gulf dialect, Arabic typed in Latin letters and voice notes, and we test both languages before launch.

Does my free zone change anything?

It can change which data law applies. Businesses in the DIFC or ADGM follow those zones' data protection rules. Tell us your licence type, and we'll design consent and the privacy notice for it with your adviser's input.

Can the agent take card and Apple Pay payments?

It sends a payment link from your own gateway, and the customer pays with whatever that gateway supports, typically cards and often Apple Pay. This is on Book and above, and the money goes straight to your account.
